Program Description

The NJ RISE program's goal is to increase New Jersey’s Gross Income Tax Withholdings by encouraging eligible businesses to re-assign their New Jersey resident employees currently assigned to work in a state with “convenience of the employer income taxation” to New Jersey by issuing an incentive based on the employee’s withholdings.

Eligibility Requirements

• The business must have 25 or more domestic full-time employees.
• The business must be principally located in another state.
• The business must submit an application to the New Jersey Economic Development Authority (EDA) on or before July 1, 2028.
• Must be in substantially good standing with the New Jersey Department of Labor and Workforce Development (LWD) and NJ Department of Environmental Protection (DEP).
• Reassigned employees may include Full-Time and Part-Time employees but not contractors.

**PLEASE NOTE: EMPLOYEE REASSIGNMENTS PRIOR TO SUBMITTING A FULLY COMPLETED APPLICATION ARE INELIGIBLE FOR FUNDING. The Authority strongly urges applicants to wait until they receive final approval from NJEDA before reassigning any employees. Failure could result in a declination from the program.

All contracts worth $2,000 or more, including manufacturer/supplier agreements requiring equipment installation, must adhere to the Authority's affirmative action and prevailing wage requirements as outlined in N.J.S.A. 34:1B-5.4 and N.J.S.A. 34:1B-5.1, respectively. All contractors and subcontractors must also be registered with the Public Works Contractor Registration Act, information for which can be found on the NJ Department of Labor's website.
